The Government and public sector transactions services is part of EY's Government & Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions.
The practice combines private sector leading practice with an understanding of the public sector’s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY’s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm’s sector depth, transaction perspectives, and operational insights.
The practice provides experience working with various sectors such as, Transport, Social & Health care, Education, Urban & Infrastructure, Economic Development Advisory , Water waste & Sanitation, Power & Utilities and Public Finance & Management.
SaT - TCF - Infrastructure Advisory :

Your Key Responsibilities
Technical Excellence
- Games Energy Master Plan
- Hour-by-hour demand model for all venues, Athletes’ Village, IBC/MPC, and ancillary facilities identifying peak loads, supply-demand gaps, and grid connection upgrade requirements with GUVNL and DISCOMs
- Assessment of grid connection adequacy and upgrade requirements for each venue cluster
- Emergency backup and redundancy planning ensuring zero diesel dependency 3.2.2 RE Portfolio Design and Optimization
- Optimize RE mix: on-site rooftop/canopy solar PV using Gujarat Solar Atlas and NASA POWER irradiance data; utility-scale solar via GUVNL open-access (Dholera Solar Park, Gujarat RE zones); wind procurement; short-term RE procurement options for construction and Games operational periods
- Green hydrogen pilot for backup power and process heat applications
- Financial modelling of RE portfolio options with LCOE, IRR, and payback analysis
- 24/7 hourly matching optimisation: design the RE portfolio to achieve 15-minute interval demand-supply matching as verified through the Green Power Verification Instrument Registry 3.2.3 PPA Structuring and Procurement
- Design direct open-access PPAs, GUVNL green tariff, and virtual PPAs
- Assess GERC rules: wheeling charges, banking provisions, cross-subsidy surcharges
- Prepare competitive RFP with bid evaluation criteria, negotiation support, and PPA execution support 3.2.4 I-REC and Green Power Strategy
- Design I-REC procurement for residual consumption specifying additionality, vintage (2029+), technology, and geographic criteria
- Manage acquisition and registry retirement
- Establish Green Power Verification Instrument Registry for MRV 3.2.5 BESS, Backup, and Smart Grid
- Size BESS for peak shaving, RE firming (24/7 clean supply), and ancillary services
- Design battery/green hydrogen fuel cell backup for critical systems replacing diesel gensets
- Venue Energy Management System (VEMS) functional specification with smart metering and sub-metering design
