Site EHS Manager, Taiwan China

工作职责:

Purpose Of The Position

Ensure all construction and fit-out activities for the project are executed in full compliance with Taiwan environmental, health, and safety (EHS) governmental laws and regulations, the Client's EHS policies, and international best practices. Lead the development and implementation of comprehensive site-specific EHS management systems to achieve zero incidents across all project phases from construction through final handover. This is a dedicated, full-time site-based position for the duration of the project.

Main Responsibilities

  • EHS Strategy & Leadership

Develop, implement, and continuously improve the Project EHS Management Plan aligned with the Client's corporate EHS policies, Taiwan OSHA regulations, and project-specific requirements.

Establish and promote a strong safety culture across the project site, including all contractors, subcontractors, and visitors.

Provide visible leadership through daily site walks, safety briefings, and active engagement with all stakeholders.

Develop strategic EHS objectives and KPIs; report progress regularly to Client and PCM Project Director.

  • Regulatory Compliance & Certification Management

Ensure full compliance with all applicable Taiwan environmental, health, and safety governmental laws and regulations throughout construction and fit-out phases.

Maintain required environmental, health, and safety programs and training records; make documentation immediately available to the Client and Taiwan governmental regulators on request.

Coordinate and support LEED Platinum, WELL Platinum, and local Green Building Certification processes from an EHS perspective.

Collect, maintain, and file all relevant EHS documents to support permit applications, project execution, and final handover.

  • Team Management & Development

Directly manage and develop the Project EHS Specialist; conduct regular performance evaluations and coaching.

Ensure site safety personnel maintain valid certifications and participate in continuing professional development.

Coordinate with contractor-provided safety personnel to ensure consistent EHS standards across all site activities.

  • Pre-Construction Phase EHS Management

Review and approve all contractor EHS management plans before construction commencement.

Collaborate with project management teams and design consultants to comprehensively understand project requirements, design specifications, and construction methodologies while conducting thorough constructability analyses from an EHS perspective.

Manage the General Contractor (GC) to establish site safety protocols and emergency response procedures.

Oversee setup of secure perimeter fencing and controlled access points.

  • Construction Phase EHS Management

Implement and maintain the Coordination Organization Meeting structure for EHS oversight.

Conduct daily site walk-throughs, inspections, and safety audits; document findings and track corrective actions.

Provide regular EHS performance updates to Client EHS Manager, PCM Project Director, and project leadership.

Lead incident investigation, root cause analysis, and implementation of preventive measures.

Maintain and regularly practice Emergency Response Plans.

Ensure there is no potential injury risk to pedestrians or public near the construction site.

Review contractor safety work plans and attend pre-work safety kick-offs.

Review and approve all high-risk activity work plans; confirm method statements and Permit-to-Work requirements for: excavation, lifting, confined space entry, hot works, work at height, etc.

Lead weekly EHS and progress coordination meetings with all contractors.

Continuously modify and enhance contractors' EHS management plans based on site conditions and performance.

Coordinate dust control, noise mitigation, and neighbor notification programs.

Monitor air quality and environmental conditions during construction activities.

  • Risk Management & Hazard Control

Develop and execute comprehensive inspection, audit, and risk assessment programs to identify hazards, evaluate risks, and monitor implementation of corrective actions.

Ensure contractors adhere to the Permit-to-Work (PTW) system, especially during construction, commissioning, and start-up activities.

Assess and approve construction plans for high-risk activities; ensure safe work methods are implemented.

  • Incident Management & Reporting

Ensure all incidents (injuries, near-misses, environmental spills, property damage) are immediately reported, properly recorded, and thoroughly investigated in accordance with the Client's requirements and Taiwan regulations.

Lead incident investigations; develop and track corrective and preventive actions (CAPA).

Analyze incident trends; initiate proactive programs to prevent recurrence.

Maintain comprehensive incident logs and submit timely reports to Client EHS Manager and relevant authorities.

Ensure proper communication of lessons learned across the project site.

  • Training & Competency Management

Develop and deliver site-specific EHS training programs for all workers, supervisors, and visitors.

Ensure all site personnel complete required safety orientations before site access.

Conduct specialized training for high-risk activities (confined space, work at height, hot work, etc.).

Maintain training records and verify contractor workforce competency.

Organize regular emergency drills and evacuation exercises.

Coordinate with Client EHS team for specialized training resources when needed.

  • Pre-Handover & Close-Out

Implement pre-handover EHS inspections with the Client's representatives; ensure all EHS findings are closed prior to handover.

Coordinate workplace monitoring (air quality, noise, lighting, etc.); ensure compliance with Taiwan OSHA standards before handover.

Verify Indoor Air Quality (IAQ) testing is completed and passing before occupancy.

Compile and deliver final EHS documentation, including: incident logs, inspection records, training records, monitoring reports, permits, and as-built safety information.

Support transition of EHS documentation and information to the Client's facilities management team.

Required Key Skills (Functional/Technical)

  • Regulatory expertise: Comprehensive knowledge of Taiwan OSHA regulations, EPA requirements, building codes, and fire safety standards.
  • Construction safety technical knowledge: Deep understanding of construction methods, equipment, and associated hazards (excavation, structural work, MEP installation, façade systems, etc.).
  • EHS management systems: Experience developing and implementing ISO 45001, ISO 14001, or equivalent management systems.
  • Permit-to-Work administration: Proficiency in developing and administering PTW systems for high-risk activities.
  • Incident investigation: Skilled in root cause analysis methodologies (5-Why, Fishbone, FMEA, etc.).
  • Audit and inspection techniques: Systematic approach to workplace inspections and compliance audits.
  • Training development and delivery: Ability to design and conduct engaging safety training programs.
  • Emergency response planning: Experience developing emergency response plans and conducting drills.
  • Environmental management: Knowledge of waste management, pollution control, and environmental monitoring.
  • Communication and presentation: Excellent written and verbal communication in Chinese and English; ability to present to senior leadership.
  • Computer proficiency: MS Office Suite, EHS management software, incident reporting systems.

Required Qualifications/Experience

  • EducationRequired: Bachelor's degree in Occupational Safety and Health, Environmental Engineering, Industrial Engineering, Construction Management, or related discipline.
  • Certifications (Mandatory): Class-A Occupational Safety and Health Affairs Manager (Construction Industry) certificate issued by Taiwan Ministry of Labor, with minimum 2+ years' documented experience in construction site safety and health management.

Professional Experience

  • Minimum 10+ years of progressive EHS experience, with at least 5 years in construction site EHS management roles
  • Proven track record managing EHS on large, complex construction projects.
  • Experience with Grade A office building or high-tech facility construction projects.
  • Experience managing EHS for projects pursuing LEED, WELL, or equivalent green building certifications is a plus.
  • Headquarters or corporate campus projects experience is a plus.
  • Demonstrated ability to achieve zero or near-zero Lost Time Injury (LTI) rates on previous projects.
  • Experience managing EHS for projects with multiple contractors and complex interfaces.

Language Requirements

  • Fluency in Mandarin Chinese (written and spoken) – Required.
  • Proficiency in English (reading and writing), and Intermediate English proficiency (listening and speaking) – Required for communication with international team and review of technical documentation.
