Numerator is looking for an exceptional People & Development Specialist (France/EMEA), reporting to the Director, People Development & Experience, to join our team! The People Development Specialist will support the administration of coordinating, tracking, reporting, and compliance for learning and training initiatives in France. The successful candidate must be fully fluent in verbal and written French and English.
This role will also help support the development and expansion of employee development programs in the EMEA region. The People Development Specialist must be comfortable working in ambiguous situations, be capable of problem-solving, and demonstrate a learning and growth mindset. A strong customer-service orientation, and experience working in a global organization would be beneficial for this role.

Numerator is looking for an exceptional People & Development Specialist (France/EMEA), reporting to the Director, People Development & Experience, to join our team! Core Job Functions
France Training Administration
- Collect and analyze training needs in collaboration with managers and HR teams.
- Build, manage, and monitor the skills development plan.
- Organize training actions, including but not limited to: searching for service providers, logistical management, sending of invitations, coordinating with vendors, etc.
- Monitor the budgets allocated to training and make suggests to optimize funding (OPCO, CPF, etc.), serving as the main point of contact for these groups.
- Evaluate the quality and effectiveness of the training courses put in place.
- Ensure regulatory monitoring of legal obligations in terms of training.
- Participate in cross-functional HR projects related to skills development.
- Serve as the point of contact for the France Work Council for all topics related to the field of learning and development, and other regulatory or administrative bodies in France.
- Ensure compliance with the apprenticeship tax, mandatory surveys, and other legal requirements related to training in France.
- Identify process gaps and recommend improvements to enhance efficiency and compliance.
- Manage the mandatory working hours and career development interviews for France-based employees.
- Assist with translating training and learning materials into French when required.
- Work with the Global People Development & Experience team and local EMEA HR team to support the development and implementation of various people development programs, which may include, but are not limited to, skills training, mentoring, and/or onboarding.
- Manage the tracking, reporting, communication, and other logistics related to the various programs.
- Assist with other tasks, special projects, and assignments on an as-needed basis.
Minimum Qualifications
- Education in Learning & Development, Human Resources, or a related field
- Fluent in English (verbal and written) (C1 level)
- Fluent in French (verbal and written) (C1 level)
- Prior experience in a global corporate environment is preferred, particularly experience working with France-based colleagues.
- Knowledge of France training compliance regulations strongly preferred, but not required
- Knowledge of ADP or other learning management platforms is strongly preferred, but not required
- Advanced proficiency in Excel for tracking, reporting, and analysis
- Strong organizational and time management skills
- Results and detail-oriented
- Strong project management skills and the ability to manage multiple priorities in a fast-paced, global environment
- Excellent communication and interpersonal skills (both written and verbal) in French and English
- A learning mindset, demonstrating curiosity, and a proactive attitude to think critically and continue elevating knowledge
